The Kalmius Group is an assembly of analysts and experts dedicated to examining various facets of reintegrating residents from the occupied territories, as well as data concerning regional perception, displaced individuals, and more. The initiative aims to facilitate the restoration of state sovereignty in the occupied territories of Donbas.
Participants of the group aim to formulate recommendations and proposals for effective reintegration, fostering active collaboration with Ukrainian authorities at all levels to practically implement these developments.
Throughout the project’s execution, three waves of the national survey titled “State Information Policy in the Context of Russian Aggression: Regional Perspectives” were conducted. This comprehensive survey offers data, analysis, and actionable steps to enhance Ukraine’s information policy in the context of reintegrating non-controlled areas and bolstering national unity. Analysts from the Kalmius Group devised recommendations for Ukrainian authorities, tailored to account for regional disparities and traditions rooted in civic identity. These recommendations aim to shape media messaging around principles of national unity, civic engagement, and good governance, fundamental to democracy. The findings were communicated to key institutions including the Ministry of Foreign Affairs, the Ministry of Information Policy, the Presidential Administration, the Security Service of Ukraine, the Ministry of Internal Affairs, and the General Staff of Ukraine.
