The beginning of the blockade

It’s been almost half a year since the uncontrolled part of Donetsk region exists outside the Ukrainian economy. Enterprises on the uncontrolled territory had previously worked in the Ukrainian legal field, but on March 1, 2017, representatives of the “DPR” introduced external control over them. The reason for these actions was the blockade of the cargo rail traffic across the demarcation line, launched in January 2017 by individual activists and representatives of some political parties and forces.

In response, by Decree of the President of Ukraine No. 62/2017 “On the decision of the National Security and Defence Council from 15 March 2017 “On urgent additional measures to counter hybrid threats to Ukraine’s national security”, the cargo traffic across the line of contact within Donetsk and Luhansk regions was temporarily suspended.

The so-called "external management" of the "DPR" was introduced at 43 enterprises - mostly metallurgy and mining enterprises that were closely connected with the Ukrainian economy. Most of these enterprises are part of Rinat Akhmetov’s SCM Company structure.
